
Dr Victor Khoo has been appointed Chief Surveyor of Singapore as of last month.
He succeeds Mr Soh Kheng Peng, Singapore’s longest-serving Chief Surveyor, whose 21 years in the role established a strong foundation for boundary survey governance and the land surveying profession in the land-scarce city nation.
The Chief Surveyor is the single authoritative source for Singapore’s legal land boundaries.
Every certified plan, lot number and approved boundary relied upon for housing, property and land ownership, transport, utilities and development, originates from the Chief Surveyor’s office.

Dr Khoo has broad and long professional experience in surveying and geomatics, alongside regional leadership as Vice Chair of UN-GGIM Asia-Pacific.
His work spans GNSS-precise positioning, digital transformation in cadastral survey, development of a digital twin, and a utility mapping ecosystem.
“I will continue to work closely with the geospatial and land surveying industry to strengthen professional standards, embrace digital transformation, and support Singapore’s sustainable development,” Dr Khoo said.
Commenting on Dr Khoo’s appointment, his predecessor, Mr Soh Kheng Peng, said that “I am confident that the future of our profession is in capable hands”.
