IP Australia invites Tenders from suitably qualified providers for inclusion on a Consultancy Services Panel. The panel will form a collaborative resource for an Innovation Centre Capability within IP Australia.

It is envisaged that the panel will consist of specialised service providers, each with demonstrated capacity, experience and skills to provide services under the following categories:

  • innovation management consultancy; and
  • ICT research, development and consultancy

The intention of these services is to drive continuous improvement and innovation as well as to facilitate initiation and implementation of technological and behavioural changes.

27 July: RMS.14.2166.0494-0007; The Northern Road Upgrade Stage 3 and 4 – Concept Design and Environmental Impact Statement. Roads and Maritime Services, NSW.

Tenders are invited from professional services contractors to prepare the concept design and environmental impact statement for The Northern Road Upgrade Stage 3 and 4 from Jamison Road, Penrith to Mersey Road, Bringelly. The project is identified as part of the Western Sydney Infrastructure Plan to support development of south-western Sydney and the proposed Western Sydney Airport at Badgerys Creek.

The key objectives of the preparation of the concept design and environmental impact statement include:

  • Designing the project works to meet the environmental requirements and limit adverse impacts to the natural environment while maximising the environmental benefits.
  • Satisfying the technical and procedural requirements of Roads and Maritime with respect to the design of the project works.
  • Optimising the concept design to ensure that the project can be practically and efficiently constructed and maintained while meeting all other project objectives.
  • Applying appropriate urban design, landscape and visual principles in the concept design of the project elements.
  • Designing all connections, modifications and improvements necessary to link the project works to the existing road system.
  • Planning temporary arrangements that minimise disruption to local and through traffic and that maintain access to adjacent properties during construction.
  • Developing, implementing and maintaining effective management systems for quality, work health and safety, environmental, project reporting, risk management, value management and value engineering, constructability assessment and safety audits.

Tenderers will be expected to attend a pre-tender meeting on Wednesday 8 July 2015, 3.00pm at the RMS Parramatta office (Blue Mountains Room Level 3, 27-31 Argyle Street Parramatta 2150). Attendance is mandatory in order to submit a conforming tender.

31 July: 13589630; Incorporating and assessing travel demand uncertainty in transport investment appraisals. New Zealand Transport Agency.

The benefits of an efficient and effective transport system are undoubtedly significant for economic growth and development, employment and productivity. Provision of transport systems requires investments that are on many occasions huge, irreversible, and risky with long economic return periods. The underlying factors are dynamic in nature and in many cases volatile. Planning transport infrastructure systems to satisfy short-term and long-term demand conditions requires decision makers to take into account uncertainty and irreversibility.

There are multiple sources of uncertainty in transport infrastructure planning and implementation. One of the key sources of uncertainty is whether travel demand is sufficient to cover the cost of the investment. This is especially the case as the investment horizon in the NZ Transport Agency’s Economic Evaluation Manual (EEM) to evaluate transport projects is 40 years.

There are many pitfalls in forecasting travel demand and these range from poor data quality, model accuracy /functional specification, stability of the underlying factors that drive demand etc. Due to the uncertainty in travel demand in the short and long term, transport investments can be evaluated in a real option framework with regard to timing and design/operational specifications.

The purposes of the research are to examine and understand the time series properties of travel demand and to analyse the impact of stochastic properties of travel demand in terms of real option framework.

The Office of the Official Secretary to the Governor-General (OOSGG) is a small Commonwealth budget funded statutory agency with its offices located at Government House in Canberra. The role of the OOSGG is to assist the Governor-General in performing the constitutional, statutory, ceremonial and public duties associated with the appointment. The support provided to the Governor-General by the OOSGG includes the organisation of and advice relating to, their duties, hospitality for official functions, and administration of the Australian Honours and Awards system. The OOSGG also manages and maintains the properties and associated heritage buildings and grounds, and opens the properties to members of the public for events sponsored by charitable institutions.

The OOSGG in its role as the property manager is responsible for providing a wide range of property services under the Property Works Plan (PWP) including design, construction and building/services modifications. It is also responsible for managing building maintenance, official and other transport duties, coordination with security providers and gardening functions. The official residences are Commonwealth heritage-listed and are significant national assets belonging to all Australians.

The OOSGG is seeking to establish a Panel for specific consultant disciplines (Architects, Heritage Architects, Landscape Architects, Mechanical Engineers, Electrical Engineers, Civil Engineers and Quantity Surveyors) to provide design and construction services and adhoc advice to projects and maintenance issues as required, from time to time, at the Government House and/or Admiralty House heritage properties.
